FORMER FCI OTISVILLE CORRECTIONAL OFFICER CHARGED WITH SEXUALLY ABUSING INMATE

NEWBURGH, N.Y. — A former federal correctional officer from Newburgh has been charged with sexually abusing an inmate while employed at the Federal Correctional Institution (FCI) Otisville, federal prosecutors announced.
According to the U.S. Attorney’s Office for the Southern District of New York, Kyle Brown, 27, was arrested Wednesday following the unsealing of a federal indictment charging him with three counts of sexual abuse of a ward.
Prosecutors allege Brown was employed as a correctional officer at FCI Otisville between 2024 and July 2026. During that time, authorities say he engaged in anal and/or oral sexual acts with an inmate he was responsible for guarding on three separate occasions between December 26, 2025, and April 4, 2026.
Federal law prohibits correctional officers from engaging in sexual acts with inmates under their supervision, regardless of whether the conduct is claimed to be consensual.
U.S. Attorney Jay Clayton described the allegations as a serious abuse of authority, stating that correctional officers who exploit inmates violate both federal law and the public’s trust.
The FBI, the Department of Justice Office of the Inspector General, the Federal Bureau of Prisons, the FBI Hudson Valley White Collar Crime Task Force, and FCI Otisville’s Special Investigative Swift Response team all participated in the investigation.
Brown has been charged with three counts of sexual abuse of a ward, with each count carrying a maximum penalty of 15 years in federal prison if convicted.
